Where to look if, on a machine, any text containing special or accented characters is badly displayed?

This is a rare occurrence, but the faulty setting might be hard to find. It a beta feature that can be set in the Control Panel of Windows.


Control Panel  

  • Clock and Region  
  • Change date, time, or number formats 
  • Administrative pane
  • Language for non-Unicode programs
  • Beta: Use Unicode UTF-8 for worldwide language support
